Create a local user or administrator account in Windows 10

Create a local user account for a child or someone else who doesn’t have a Microsoft account. If needed, you can give that account administrator permissions. An offline account is just another term for a local account.

As you create an account, remember that choosing a password and keeping it safe are essential steps. Because we don’t know your password, if you forget it or lose it, we cannot recover it for you.

If you’re using Windows 10, version 1803 and later, you can add security questions, as you’ll see in step 4 under Create a local user account. With answers to your security questions, you can reset your Windows 10 local account password.

Create a local user account

1. Select Start > Settings > Accounts and then select Family & other users. (In some editions of Windows you’ll see Other users.)

2. Select Add someone else to this PC.

3. Select I don’t have this person’s sign-in information, and on the next page, select Add a user without a Microsoft account.

4. Enter a user name, password, password hint or choose security questions, and then select Next.

Change a local user account to an administrator account

1. Select Start > Settings > Accounts , and then, under Family & other users, select the account owner name, then select Change account type.

2. Under Account type, select Administrator, and then select OK.

3. Sign in with the new administrator account.

From Run

In order to create a new user in Windows 10, you must be logged in as administrator.

Now press Windows key and “R” from the keyboard together.

The run box will be opened. Now type control userpasswords2 and click OK or hit enter.

Under the ‘Users’ tab, click on add new user.

There will be an option named “Sign-in without a Microsoft account”. Click it

Now click on “Local Account” option.

Now choose the name of the account according to your choice and set password.

Click apply and OK to commit the new event.

You can also add a new user account in Windows 10 by following the simple method as given below.

Click on Start button and then select ‘Settings’.

You will see a number of options. Click on ‘Accounts’.

In the left options pane, click on Family and Other users as shown in the image below.

Under the ‘Other Users’ tab, click on ‘Add Someone Else to This PC’ option.

The next page will be opened. At the bottom, find and click the option ‘Add a user without a Microsoft account’.

Add the new name of the account with a password, hint question and other metrics. Then click Next.

Can’t Add New Users in PC Settings on Windows 10

It seems that I can’t add new users in PC Settings on my Windows 10. I clicked «Add someone else to this PC», but nothing happened. I tried it many times, but it still doesn’t work. I tried to restart my computer and checked the internet connection. Everything works fine except for adding a user account in the PC settings. Is there a way to solve this problem?

The reasons behind this issue may be miscellaneous, depending on your system usage, dependencies, and so on. If you can’t add new users to your PC settings, try the following three options to add new users on Windows 10.

Option 1: Add a new user in the User Accounts

Step 1: Open the Run dialog using Win + R, then type control userpasswords2 and click OK to open the User Accounts dialog.

Step 2: Select the Users tab, and then click the Add button. If the Add button is grayed out, check the «Users must enter a user name and password to use this computer» option.

Step 3: This way you can add a Microsoft account. If you want to add a local user, click the Sign in without a Microsoft account (not recommended) link and then select «Local Account» on the next screen.

If this method doesn’t work for your Windows 10, move on to the next one.

Option 2: Add a new user with Command Prompt

Step 2: Type net user /add and press Enter. Note: Replace the with your desired user name. This will add a new local standard account on Windows 10.

Step 3: If you want the added user to be an admin account, type net localgroup Administrators /add and press Enter to promote the standard user to an admin account.

If this method doesn’t work either, use the Option 3.

Option 3: Add a new user with Windows Password Refixer

Unlike the previous two methods, Windows Password Refixer allows you to add new user without logging in Windows 10.

Step 1: Download and install the Windows Password Refixer software.

Step 2: Launch the software and burn it into a USB drive.

Step 4: After the «Windows Password Refixer» screen appears, click the «Add User» button.

Step 5: Type a name for the new user, and click OK. This will add a new user with administrator privilege to your PC.

Step 6: Click Reboot and disconnect the USB drive. The computer will restart and then you can see the newly added user displaying in the lower left corner of the Windows 10 sign-in screen.

Try these first to see if they work:

Open Start, type: CMD
Right click CMD
Click Run as administrator

Type in at the prompt OR Copy and Paste these one at a time : (Hit enter after each)

Dism /Online /Cleanup-Image /CheckHealth

Dism /Online /Cleanup-Image /ScanHealth

Dism /Online /Cleanup-Image /RestoreHealth

Also run the System File Checker utility:
Open Start, type: CMD
Right click CMD
Click Run as administrator

At the Command Prompt, type: sfc/scannow

This will check for any integrity violations

Press Windows key + X
Click Windows PowerShell (Admin)
Type the following then hit enter

If that does not work, then you should perform a repair upgrade.

The Win 10 Settings menu is a «Windows 10 Store» type application. Lets try resetting them:

Re-register all store apps, so they appear again in start menu. For that, open a PowerShell window as Administrator. Copy and paste the following line into the PowerShell window and press Enter:

Get-AppxPackage -AllUsers| Foreach

Note: if you re-register all applications, all your apps are back, however all your pinned apps will be reset (the right panel will be empty) so you need to re-pin everything that you want. Personnaly I did a screen capture before, to remember what I pinned and where (use the “snipping tool” in startmenu/windows accessories, with a delay to be able to open the start menu before the capture)

It wouldn’t hurt to reset the Store app cache
